The corresponding draft decision was approved today by deputies of the Lutsk city council. The concept of development of bicycle infrastructure provides for the arrangement of bicycle paths, installation of maintenance points and rental of bicycles and electric scooters. The small size and compactness of the city, makes it accessible and convenient for cyclists and users of other types of light personal transport. The average distance between the city's neighborhoods is within the most popular range of bicycle use - 5 kilometers.
The developed private sector in Lutsk and the large number of connected surrounding settlements are a positive prerequisite for the development of cycling infrastructure. The scheme provides for the presence of four categories of bicycle paths according to their intended purpose. The main category consists of the so-called highways. Their purpose is to connect the outskirts of the city, remote residential and industrial areas with the center. The same routes provide cyclists outside the city to the main directions, which creates the preconditions for the integration of the city's bicycle network with the regional one. The second important category of bicycle paths is bypasses, which connect different parts of the city to bypass the center, or congested highways. The third category - recreational paths that allow you to provide comfortable and productive leisure for cyclists. Such roads pass mainly through parks, squares, green areas of the city and connect the regional center with the connected settlements. The fourth category is local or intra-district roads, which will include intra-quarter bicycle paths and lanes and provide for their access to main, bypass or recreational roads.
Bicycle paths on narrow streets and the historical part of the city will be arranged separately. In general, the scheme provides for three branches of highways, three bypass roads and six recreational paths. In addition, the Concept envisages the Central Bicycle Ring, which will include the floodplain of the Styr River, Central Park, Yaroshchuk, Chopin, Peremohy, Yarovytsia and Naberezhna streets.
This Concept also envisages the creation of several bicycle rental points in places where tourists congregate, in particular in the area of the railway station, bus station №1, Theater Square, Castle Square, Lesia Ukrainka Central Park, Lutsk 900th Anniversary Park.
The network of sharing points (short-term lease) also provides for the possibility of renting electric scooters, electric bicycles and gyroscooters. An extensive network of sharing points will help ensure that these vehicles can be used by renting at one point and returning at another, which will reduce the rental time and cost. The concept envisages the creation of 30-35 such points in Lutsk. Vehicles can be rented through a mobile application with non-cash payment. The concept also provides for the installation of long-term and short-term parking. It is planned to create a children's bicycle park in the Lesya Ukrainka Central Recreation Park. The program is designed until 2030.
In addition, the settlements that have joined the Lutsk United Territorial Community are also potential areas for the development of cycling infrastructure.
