Project "Upgrading the electric transport infrastructure of the city of Lutsk, Volyn region" (within the project "Urban Public Transport of Ukraine" together with the European Investment Bank)

Lutsk City Council together with the European Investment Bank and the Ministry of Infrastructure of Ukraine are implementing the subproject "Upgrading the electric transport infrastructure of Lutsk, Volyn region", which is a part of the project "Urban Public Transport of Ukraine".

Interest rate (consists of 2 parts):
EIB - 0.628% per annum;
MFPs - 0.5% per annum.

Loan term: - up to 22 years, including grace period - up to 5 years.

Sources of project funding:
EIB funds - 80%,
City budget funds – 20%.

Project goal:
1. Comprehensive solution for passenger traffic, meeting needs of the residents in quality, modern, comfortable public transport.
2. Reduction of congestion in the central part of the city up to 80% by dwindling the number of medium sized and small passenger buses on the routes.
3. Improving the environmental problem in the city by reducing CO2 emissions.

Agreement on transfer of loan funds № 13010-05 / 252 dated December 28, 2018 was signed between the Ministry of Finance of Ukraine, the Ministry of Infrastructure of Ukraine and the Lutsk City Council.

Main activities of the project, preliminary cost:

Current state of the project:
Currently, the implementation of the first phase of the project is underway - the purchase of the trolleybuses.
All 29 trolleybuses are going to be delivered during 2020-2021.

Prospects for implementation:
In 2022-23 it is expected to receive grant funds in the amount of 150 thousand euros, which will be used for the implementation of the infrastructure component.

Deliveries of trolleybuses from the supplier - SE "ASZ №1" JSC "JSC" Bogdan Motors " which were completed:
- 21.10.2020 - 2 trolleybuses were received (board numbers 001 and 002);
- 29.01.2021 - 4 trolleybuses were received (board numbers 003, 004, 005, 006);
- 16.02.2021 - 3 trolleybuses were received (board numbers 007, 008, 009, 010);
- 09.03.2021 - 1 trolleybus was received (board number 010) - air disinfection system was installed;
- 10.06.2021 - 2 trolleybuses were received (board numbers 011 and 012).

Preparatory activities:

- An agreement № 2019 / S 113-276199 "Supply of 29 new low-floor trolleybuses with a length of 12 meters, including a set of spare parts and consumables, a set of equipment and tools for maintenance, repair and related services" with the supplier "ASZ №1" JSC "AK" Bogdan Motors" was signed 27.04.2020.

- Procurement proposals "Supply of 30 new 12-meter low-floor trolleybuses, including a set of spare parts and consumables, a set of equipment and tools for maintenance, repair and related services" were opened within the joint project with the EIB "Renovation of electric transport infrastructure in Lutsk, Volyn region" . Proposals were received from the bidders’ representatives - the Consortium of OJSC "Management Company of Holding" Belkommunmash "and LLC" BKM-Ukraine "and the Subsidiary" Auto Assembly Plant №1 "of Bogdan Motors Automobile Company Public Joint Stock Company;
- the report on the evaluation of the tender documentation for the inspection of the consulting company of the Egis Ukraine project was prepared and sent, currently the concepts of the infrastructure component for the project are being developed.
- all necessary decisions were passed by Lutsk Сity Сouncil;
- a feasibility study, cost-benefit analysis, procurement plan, financial plan, tender documents were developed;
- approval for the allocation of credit funds from the European Investment Bank (Allocation letter) and approval of tender documents  were obtained;
- the agreement on transfer of funds № 13010-05 / 252 dated 28.12.2018 was signed between the Ministry of Finance of Ukraine, the Ministry of Infrastructure of Ukraine and the Lutsk City Council;
